The IEEE committee is led primarily by the voting equipment vendors and vendors to them. The meetings have been adversarial were run in a way that I consider unprofessional. For example, meeting agendas were often not posted until just before the meeting. Meeting minutes were kept uninformative–a minute might state the start and end times, the attendees, and report that the committee approved the last meeting’s minutes. Other agreements or discussion from the meeting were kept off the record. There were frequent disputes over what changes the committee and its leadership had agreed to make, and who was to make them. There were inconsistencies in application of the membership and voting rules that (in my perception) always favored the agenda of the committee leadership (i.E. The voting equipment vendors) and some election administration officials whose comments in one meeting sounded to me like open contempt for voters.
The IEEE draft standard has not been voted on or approved by the IEEE. A previous draft was voted down. The current draft is highly controversial–but it was sent to government officials (see this for example)and EAC as the work in progress by IEEE, and the EAC draft looks much like it. Now that the draft was submitted to EAC, the IEEE committee has stopped meeting. One could interpret this as reflecting an underlying objective — create a document that expresses the vendor’s proposal but market it with the gloss of an independent professional society. That objective, if that is the objective, has been achieved. If that were the objective, then continued, critical formal review by the professional society would probably detract from the result achieved so far.
You don’t have any input to the IEEE, but you can send comments to the EAC.
Here are some suggestions for comments:
(1) It is insufficient to limt testing of voting equipment so that it is only done by its vendor, by a vendor-paid “independent” test agency, and in a limited way by state or county election officials. There have been endless reports of functional and security errors getting past these levels of testing.
